ورود سوالات نظام قدیم و عمومی

Hi, I am the student of new system and I am taking old system also from a teacher  and i am in unit 3. in the recent notes we got it says: 

Halkalar, dua amacıyla da kullanılabilir. Bu durumda bağlantılar tek yönlüdür ve genellikle konu hakkında henüz bilgisi olmayan kişiler için kullanılır. Ancak biz onlar hakkında halka uygulamak isteriz. Örneğin; bir kişinin haberi olmadan zihinsel kontrol kazanması için dua etmek veya yazılımsal düzeltme, bedensel eşfazlılık, uyku düzeninin düzeltilmesi, negatif ağdan kurtuluş, savunma ışınımı (bu konuda istisna olarak kişinin boşaltım sürecinden haberdar olması ve izin vermesi gerekir) gibi amaçlarla kullanılabilir. Hatta Küllî Halka'nın kendisi bile başkaları için tek yönlü bir dua olarak ilan edilebilir. (Turkish translation here)

It says  we can announce the Kull Halqa for everyone  as a prayer for all things like mind control, software fixing, saving them from negative netwrok etc except for defai, for defai we have to make sure we get permission from the person. 

As far as I know for cutting ties either negative network we have to get permission too as per old system. In the new system we can announce it one way even when we don't have the persons permission? Also, can I announce it for the collective  mind of a group of people? I am confused.
